Sir,
I have the honour to forward certain recommendations for increases to the Estimates for 1905. These increases mark the natural development of the reformed educational system, as established during the last two years. I do not know how far the Government proposes to extend State-aided Education in the Colony; but I may point out that the sums hitherto spent do not bear any very formidable proportion to the total revenue. The education estimates for 1904 (including Queen's College) represent 2.5% of the total estimated revenue.
DISTRICTS SCHOOLS.
Yaumati School. In C.S.O.949/1904, the Government has recommended an increase in the Staff of this School, under certain conditions, as follows:-
A Head Master on £360 as against £300 drawn by the Head Master at present, being an increase of £60, say, (at 1/10) $656
An English Assistant Master on £270 say, (@ 1/10) $2,945
Chinese Assistant Masters. It was proposed to increase the Staff by two Masters on $720 each. But as it is desirable to grade the appointments, in order to secure fair and regular promotion, I suggest the following alterations, which will call for only $1,380 instead of $1,440.
